PRESIDENTS MESSAGE - Before you ask, NO, I did not get to Oshkosh again….so it will just stay in my "bucket file." Good news, Gov Blunt did truly sign SB 930 which raises the cap on the state's aviation trust fund from $6 mill to $10 annually, plus it includes a sales tax exemption on certain aircraft parts to take effect Jan 2009, and continue until the end of 2015. It also increases the number of aircraft owners who can apply for a refund of the property tax paid on their aircraft. Thank-you Representative St. Onge, Senator Struffer, Bob Dickens and MODOT Aviation. *** I picked up the State Newsletter, and again noticed chapter members who have not renewed and will be deleted. If this applies to you please renew or call me, personally, to discuss reasons why. *** We are also in need of attendance at our monthly meetings. We simply cannot continue without your support. Again, please contact me as your input will be very welcomed. *** It has been suggested that we go to a quarterly membership meeting or just one annual meeting with banquet. If you agree or disagree, we need to hear from you as we cannot make these decisions without membership approval. *** or 816-795-7233. Maybe it's true that life begins at fifty, but everything else starts to wear out, fall out, or spread out, but let's not let this happen to MPA, our chapter and those who worked so hard to establish it and keep it going. NOTE OF THANKS -- First, many thanks for your prayers and cards of concern for Rosemarie. She was found to still be in remission at her July checkup. She is getting stronger and has been able to get around without her walker, do some cooking, washing, etc. Also, thanks also to Penrod Turk for editing The Flyer this past busy year for me. After all the years as State Treasurer and The Flyer editor, it was generous of him to offer to take it over. Al St. Germain

COMPASS ROSE POSTPONED - Due to LXT Airport improvements, the compass rose project has been postponed until Spring/Summer of 2009.

JULY PROGRAM SUMMARY - Chapter member, Jim Stears, graced our speaker's lectern reminiscing about his "Alaskan Experience" in his 1946 Aeronca 7AC His talk was enhanced by a terrific video. He flew solo to Fairbanks, taking about two months for the round trip. No engine problems. As a four-engine type in my whole Air Force career flying many hours in Alaska, I could only marvel at the skill and courage it took for Jim to meet the challenge of the weather, terrain, and limited facilities. DINNER RESERVATION INFORMATION - Our next regular meeting will begin with social time at 6:00, dinner at 6:30 sharp on Wednesday, August 27, 2008 at the Disabled American Veterans, 8787 Old Santa Fe Road, KCMO. Take I-435 to 87th Street exit, (Missouri !!) go east on 87th Street 1.1 miles, turn right on Old Santa Fe Road, 0.2 miles to DAV on your left. OR, west from Blue Ridge Boulevard onto 87th Street, immediate left on Old Santa Fe Road, 0.2 miles to DAV on your left. Our menu will be: Marvin's Cordon Bleu, Wild Rice, Creamed Peas, Salad, Bread/Butter, Coffee/Tea, and Dessert.

MPA CHAPTER BOARD MEETINGS - All chapter members are invited to attend board meetings.  They are normally held on the first Tuesday of the month, excluding holidays, at Executive Beechcraft, Downtown Airport, at 7 PM.  We always welcome your advice and assistance, and the coffee pot is on!


MPA STATE BOARD MEETINGS - Any MPA members may, and are invited and encouraged to, attend the state board meetings.  Check the MPA News for meeting dates, times and locations.  Gary Fox

JOINT PROJECT - We are tentatively planning a joint project with the 99s in the Spring of 2009. We will paint a compass rose at LXT. MPA is funding the materials and the 99s are supplying the woman power. All will be invited to help. We will try to have it on the day of a Young Eagles program and pancake breakfast. Jeanné

WINGS -- There's been a change to the WINGS program. Participants can go on-line, go to the Wings Pilot Proficiency Program, and select Airman Profile. There is a new block at the bottom that allows entry of Superseded Wings Phase. This is a one-time opportunity to add the Phase of Wings that an airman held in the old Wings program. The options are phase 1 thru 20. Some people were issued certificates for Phases above 20, but 20 was the official highest Phase that could be held so don't enter anything higher than 20.

Once an entry is made, it can't be changed. The Phase entered will appear on the My Wings page in the Superseded Wings Program box. This is just a way of acknowledging the accomplishments of airmen who qualified for Wings in the old program. If the airman allows external review for a 3rd party, the information will be available. Likewise, it provides a record that demonstrates an airman's "positive attitude about safety" which can be helpful in some situations. ** Fred P. Harms, Central Region FAA Safety Team (FAASTeam) **

CHAPTER FLYOUT INFORMATION - We will be flying to only 3 or 4 close airports in 2008 due to gas prices, and to increase our flying and members' participation.  (Non-flyers welcome!)  With a new chairperson, we hope to provide  e-mail notification the week before.  Please volunteer.  Info on flyouts can be obtained at, or the State News Letter at .
