MPA Meeting May 23, 2001: FAA Appreciation Night is always a dinner meeting I personally look forward
to as it affords the opportunity for renewing old acquaintances with such persons as Walt Hutchings, Manager of
the Kansas City Flight Standards District Office. Walt brought two of his associates with him, Denny Lawson, "King"
of the Runway Incursion Program, and Tom Bartels, a Maintenance Aviation Safety Inspector. Denny, who reports
directly to the Regional Administrator, spoke of the big push on cutting down runway incursions, an event where
an aircraft and another aircraft, person, or vehicle are inadvertently on the same runway at the same time. Aircraft
or vehicles making a wrong turn, airport unfamiliarity and loss of situational awareness are the main causes of
the 20 incursions that occurred in Central Region's 32 towered airports last year. Denny's team of FAA personnel
of every discipline visits airports to ask questions and offer suggestions to reduce the numbers. Tom Bartels
concentrated on a very helpful FAA publication called Plane Sense that covers every aspect of buying an aircraft,
registration, certificates, maintenance, records, Airworthiness Directives and other important factors in readable
text. Other materials were made available as well as websites. Walt closed the talks noting that while controllers
use standard terminology, an effort is underway to do the same for pilots to improve communication. Chris spoke
for all of us when he complimented FAA for its professionalism, positive and helpful attitude, and above all, concern
for our safety.

June 27 - The Honorable Magistrate Judge Anthony Romano of the Jackson Co. Circuit
Court. Judge Romano will tell us about a very interesting and unusual case he tried as an attorney.
July 25 - Mr. Jay Henning of the Kansas CAP will present an
interesting program of how the CAP searches for overdue aircraft. Mr. Henning is a member of the KC Marine Aero
Club and gave this same presentation to the Aero Club. It is very interesting and he tells of a couple of specific
searches.
