Comment from Penrod Turk - The chapter would like to express it's sincere condolences to John Whitford's family for the loss of John's father on March 7th.
WINGS - Since April 1, 2000, the following chapter members have received their WINGS. Joe Boyles (X), Paul Broome( III), Gary Fox (IV), Kevin Knapp (II), Alan Monshausen (II), Scott Rankin (IV), Ralph Schmude (XV), Bob Sternecker (XVIII), Penrod Turk (IX) and Bob Williams (II). MPA meeting 28 Feb 01. -In introducing our February speaker, Herb Roberts said he often strikes out, but then quickly
recovered by saying he didn't mean that to apply to Bob Dickens, who "decided to retire from FAA to get into
aviation." Since he didn't have anything at home for dinner anyway, he was glad to come, and said he would
talk until he thought of something to talk about. Formerly in the safety aspects of aviation exclusively, Bob is
now a lobbyist for AOPA. In his inimitable way, he mixed humor with a very serious subject most of us know as tall
towers. Few know what the process is of reviewing tall structures to see if they would interfere with aviation
or communications. Fewer still know that FAA has no control over these obstructions, unless they are for broadcasting,
and then only by requesting FCC not to grant a license. Failing that, airway and instrument approach minimums are
raised to provide proper clearances, thus degrading their value. Hence the importance of companion bills, SB 324
and HB 436, "Missouri Airport Protection Act." If passed, it would provide for a state permitting requirement
should there be no local zoning codes to protect airports from encroachments. Twenty-three states have such a statute,
and Bob urges us to contact our senators and representatives immediately requesting they support the legislation.
Together, we can counter the Missouri Telecommunications Industry Association, (MTIA,) lobbying efforts. Thanks

and Penrod Turk. Nominations will also be received from the floor. If you are interested in an office, arrange
to have someone nominate you.

S outhIn 1996 there were 1,907 General Aviation (GA) accidents. Of all these accidents, only 2 involved pilots who
had participated in the WINGS program during the previous 12 months! Each accident had an average cost of $30,000
dollars. Just looking at this information, isn't it worth the 3 flying hours and a safety meeting to avoid a costly
accident? Participate in the WINGS program. It's better than a BFR
MO-KAN Wings Contest - Remember - All non-pilot members should attend a
safety meeting and have a WINGS card signed. These are needed for our inter-state rivalry with the Kansas Pilots
Association (KPA). The KPA is very serious about this contest and won the trophy (furnished by Ed Duckworth) last
year. All non-pilot members should send their signed wings card to Penrod Turk
The State Wings Contest runs from April 1st thru March 31st each year. Let's make the WINGS year WINGS Safe. All
it takes is one hour of air work, one hour of takeoffs and landings, one hour of instrument and a safety meeting.
It is the responsibility of each chapter WINGS Chair to keep track of all their WINGS participants. So -- please

MPA Board Meetings - This is a reminder that any member can attend our chapter board meetings . They are held on
the first Tuesday of the month, excluding holidays, at Executive Beechcraft, Downtown Airport, at 7:00 P.M. We
always welcome your advice and assistance, and the hospitality is great.
