On September 20th the House passed H.R.2881 and later the next day the Senate passed S.1300, which still contains the $25 user fee. S.1300 will be debated on the Senate floor probably mid October. Except for the $25 user fee, the House and Senate FAA funding bills are now very similar in how they tax both General Aviation and the airlines. Keeping your fingers crossed is not the solution - therefore, I urge you to continually monitor AOPA's web site and contact your electors when needed. As the AOPA Petition Against User Fee's states . . . "there is no place for user fees in the worlds largest, safest and most efficient air transportation system". ***** It was truly an honor to attend the September meeting as long time MPA Chapter member, Penrod Turk, was awarded the FAA Wright Brothers Master Pilot Award. You can't imagine how difficult it is to keep a secret from Penrod - but we pulled it off. The award recognizes pilots who have contributed to building and maintaining the safest aviation system in the world through practicing and promoting safe flight for 50 consecutive years or more. His name will be written and forever held in the "Roll of Honor" book which is kept in a prominent place in the FAA Washington, D.C., headquarters building. Congratulations Penrod on an honor well earned and deserved!! ***** Gary Fox


PROGRAM SUMMARY: Penrod was surprised when he was presented with the Wright Brothers Master Pilot Award by Marvin Moore, FAA. Penrod soloed in August of 1953.

DINNER RESERVATION INFORMATION – Our next regular meeting will begin with social time at 6:00, dinner at 6:30 sharp on Wednesday, October 24, at the Disabled American Veterans, 8787 Old Santa Fe Road, KCMO.  Take I-435 to 87th Street exit, (Missouri !!) go east on 87th Street 1.1 miles, turn right on Old Santa Fe Road, 0.2 miles to DAV on your left.  OR, west from Blue Ridge Boulevard onto 87th Street, immediate left on Old Santa Fe Road, 0.2 miles to DAV on your left.  The menu will consist of : Baron of Beef, Mashed Potatoes/Gravy, Vegetable, Salad, Bread/Butter, Coffee/Tea, Dessert.  Please make your reservations with Terrie Jo by Monday noon, October 22  by e-mail, or 795-7233.  Cost is $11 including gratuity, and DAV reservations must be made and kept.  Terrie Jo Fox.

MPA CHAPTER BOARD MEETINGS - All chapter members are invited to attend board meetings.  They are normally held on the first Tuesday of the month, excluding holidays, at Executive Beechcraft, Downtown Airport, at 7 PM.  We always welcome your advice and assistance, and the coffee pot is on!  MPA STATE BOARD MEETINGS - Any MPA members may, and are invited to, attend the state board meetings.  Check the MPA News for meeting dates, times and locations.  Gary Fox


FLASH! FLASH! THE WINGS PROGRAM WILL CONTINUE THROUGH 2007!   Previously slated to end in 2006, the program is extended a year.  If you wish to get one more set of wings, all it takes is one hour of air work, one hour of takeoffs and landings, one hour of instrument and a safety meeting.  It is the responsibility of each chapter WINGS Chair to keep track of all their WINGS participants. So - please - keep Chapter Wings Officer, Penrod Turk, informed upon the completion of any phase. (4 West 112th Street, Kansas City, MO 64114-5304)  Questions?

CHAPTER FLYOUT INFORMATION - We will be flying to only 3 or 4 close airports in 2007 due to gas prices, and to increase our flying and members' participation.  (Non-flyers welcome!)  With a new chairperson, we hope to provide  e-mail notification the week before.  Please volunteer.  Info on flyouts can be obtained at, or the State News Letter.


SAFETY SEMINAR - No current schedules 

EAA Chapter 91 hosts a pancake breakfast @ LXT on the 2nd Saturday of the month.
